1994 Xp won't go

My problem is it reves up fine out of water but in water it won't rev up past 2000 rpms and I noticed only a little water coming out of the little holes . after about 10 minutes of driving around like this it then goes like normal.I am new to this and this is my first ski seems like it needs to be primed or somthing.
 
The seadoo doesn't need to be primed. Is it getting fuel? Is there a cool issue? check the cooling lines and the jet pump for any obstructions.

I checked underneath did not see obstructions. I don't think it is a fuel problem but a water circulating problem.When I took off the seat while running there is no water flowing through the clear little hoses.Like I said it runes fine out of the water but in the water it goes 3mph and 2000rpm max.Is there a circulating pump or somthing like that ? thanks
 
Check you cooling lines that come from the jet pump. That's why the seadoo is always spinning. It is a direct drive that need its impeller to force water into the cooling lines. Start at the Jet pump and be sure all the lines are free. If you remove the elbow's replace them back where they cam off as they are specific to water pressure at different locations. Check the water flow regulator too on the exhaust. If it is defective it will cause problems also and over heat the engine also. Don't change any of it's adjustments as it will affect the water flow too.
