1994 Seadoo XP bogging

Hello, new to this. I am looking for answers about my 94 XP. Had it out yesterday and it ran fine but didn’t go full speed for about 3 mins. I felt like it wasn’t getting fuel very good so I choked it and it just shut off then struggled to start back up. But when I got it started back it would get up to about 5000 rpm for about 3 seconds then drop to around 3800 rpm. If I let off the throttle and idled for a few seconds it would act like it wants to get back up and go for a few seconds then get back to bogging. I feathered the throttle multiple times to see if I could get it back going and it actually got going once but only got up to 6500 rpm or so but when I let off the throttle it went right back to what it was doing. Searching for answers. If it’s a cheap fix I wanna keep it but if it’s something I don’t wanna mess with imma sell it. Thanks for the help.
 
Also the time I had it out before this I’d have it full throttle and you could tell it would cut out for a split second then go constantly during full throttle. Just trying to give yall some insight
 
Try clipping about 1/4” from the plug wires where they go into the spark plug boots. Also put a voltmeter on the battery while it’s running on land, see what the voltage is at idle, see what it is at 4000 rpm and see what the voltage of the battery is at rest with the machine off first.
