1990 spi electric issues

My 1990 spi will not do anything. I am still in the process of going through this machine to get it running and I just tried to turn it over last night for the first time. I used a jumper pack in place of the battery to give it juice. I hooked up and turned the jumper pack on but when I hit the start butt, nothing happens. I do hear something in the electronics in the grey box like something is getting power but don't know what it is.
Can anyone shed any light on to how to test to see what part might be bad or some other trouble shooting advice?
If I can find out what the part is that is bad and the cost isn't too much to replace, the next step would be to check the engine before I purchase that part. I don't want to keep it if it is a money pit.
So....can the compression on the motor be tested without power?

Put a single jumper cable alligator on the starter positive post, touch the other end
of the jumper cable to battery positive, it should crank the engine over. Start your investigation with that.
