'07 RXT 215 twins out of storage with same no start symptoms

Hello,
I'm the original owner and have had no real problems to date with either unit. Both units always have both performed as expected...no complaints. SC washers changeout went without a hitch a few years back. About 10 months back an empty family garage became available and they have been stored there without incident. I'm in Vegas and this past winter was very mild...optimum conditions.
Toady I attempted to start them for the first time since they were moved to this garage, and to my surprise.. for the first time.. neither one was willing to turn over. They have both been on a quality two station "Battery Tender" with its own dedicated outlet the entire time. A brisk and loud chirp greeted they key when placed on the stud..I pressed the start buttton and all I heard was a slight whirring sound that lasted about 10 seconds. Push the button..more whirring. The exact same response also came from it's twin. then, each time the rapid 4 chirps in succesion would follow the whirring sound.
I did not have a volt meter there so I'll be going back tomorrow for a read. I'm alot of things...but not much of an electrical guy. My skill set will pretty much end at the volt meter read.
I anticipate things will work out.. but I dont know how or why there would be this disconnect. And identical with each unit to boot. I guess I'm too anal to keep it from irritating me.
Any ideas out there?

The fuel was Seafoamed for storage-
The engine compartment is immaculate-
Start up response has always been spontaneous with each unit-
Neither unit has been started in a year..but prior to that.. a few times a month
 
I would bet the batteries are bad. Even with a battery tender they only last so long. These skis need a good strong battery to start.
 
Volt meter on the battery will most probably back up mikidymac's post. I would get good quality batteries and not cheap Walmart brand, if in fact the batteries are bad.

I removed both units from charge yesterday to allow them to settle to static state.
Voltmeter on unit 1 was 11.08.. yep..DOA
unit 2 was 13.94. and today it responded immediately to the start. Purred like a kitten. I suppose this is why I have limited skill set with electricity. Yesterday this unit was as dead as the other one. Today it couldn't wait to start. Everything is clean tight and right with connections.
jhjesse, I agree about quality batteries on my toys and vehicles. the DOA was a MG30 CL-B Gel I purchased several years ago.
