07 GTXLTD Starter motor runs, but engine doesn't turn

Im trying to help a friend with his 2007 GTX LTD Sea doo. When I press the starter button, you can hear the starter motor spin, but it doesn't turn the engine. I assume there is a bendix drive that is stuck. Is this bendix part of the starter, or in the case?
Access looks tough. Any suggestions?
