02 GTX DI wont go over 20

Just finished a full rebuild of a 02 gtx di. Get it on water first time starts great idle greats but will not go over 20 mph check voltage on battery its 12.2 before starts and only goes up to 12.4 while running. Any help would be great thanks!

Goes 6000-6200 in water

Yeah a maint light flashes then goes away after a few seconds.
I think prev. Owner removed wear ring because it is completely gone.
