01 speedster 787 rotax floods with oil

If I try to start the left engine it will crank for about ten seconds then stop, it gets full of oil and hydrolocks. If I remove the plugs and get rid of the crap I can try this again but no luck. The oil is pouring out the intake and I removed the carbs and there is a ton of oil where you can see in through the intake ports. I believe that is the connecting rods I am seeing. Is there supposed to be oil there?

What I believe from doing some research is that the crank seals or rotary seal has blown. This makes sense right?

Ive looked through a couple service manuals, I have to pull the jet pump first before I pull the engine? Easy enough to do with a full shop of tools and auto knowledge?
 
Would a machine shop be able to rebuild the crank with new seals for me? Do I get the rotary seal done at the same time or can I do that myself?
