97 sp fuel problem

I have a 95 xp , the problem i have is when i go to take off it acts like it's running on 1 cyl. I got to let off and hit it again over and over till decides to go then it runs great till i stop then do it again ..i think it's a plug breaking down ... I also have a 97 sp it surges and will not...
