95 xp starting problem

So I'm a new owner of an old sea doo (95 XP). It's very difficult to start and I am curious as to whether it is the starter. It seems to turn-over fine, but it only has a real quick cycle of maybe 1 second or so. This basically means i have to keep hitting the start button time after time...
