It may just be the picture but the tank looks empty.

I don't think it has an anti siphon valve in line. The tank vents to the outside through the hull via a check valve. I could be mistaken however. I just haven't come across one.

It's a standard part across most boats. Just need the length. I would take it out and go to the marina with it. You will need a 7/8" crowfoot socket to get it out most likely.

The steering cable at the nozzle end is mostly worn out or damaged. Too much flex under load makes it impossible to turn in the direction that the cable extends from the housing. Replacing isn't too hard and the cable is relatively cheap.

It's not the easiest to locate but here's a pic from the manual that should help.

Go through the entire timing procedure including setting the TPS and idle air screw.

I've wondered this myself. I think just the pinion shaft splines would have to be modified. If you have the shaft from the outboard and take that and the pinion to a machine shop they should be able graft it on.

Unfortunately you are correct about the shaft spinning freely. It's direct drive to the engine. Unfortunately you do have to remove the motor to access the pump gears. Removing the engine actually pretty basic. Just disconnect all fuel and electrical and remove the bolts. There is a lifting lug...

Silly question but are the battery cables attached to the correct terminals? Shouldn't have power at the starter until the button is pushed.

You can also remove the flywheel cover and disconnect the 4 wires there as well. Easier, in my opinion, then getting into the electrical box.

Definitely sounds like a bad regulator or leaking injectors. Most likely leaking injectors flooding the engine. Getting them serviced is relatively cheap and a good place to start. First thing though would be to check fuel pressure. There is a tire valve on top of the vst tank. It should read...

That does sound like a lot of draw for the stock charging system. This engine is just an outboard powerhead stuck on to a jet pump so it's really not designed to power a lot of accessories. The price actually isn't that bad if the parts are genuine OEM. it could have been the regulators frying the stator. Seem like that shop, like most, just throws parts at it hoping for a fix rather than trying to diagnose the root cause.
