    Maybe the spark plugs fouled from sitting in oil when upside down? 2 strokes can hold a little residual oil in the crankcases after shut down. Maybe run some tests on the fuel supply to make sure no air leaks or restrictions on the suction side?

    Could it be that the machine shop machined the cylinder and/or head at a small slant and took the material off unevenly? Does it leak when you test the cooling system side or when you test the crankcase side?
