What part is this?

The boot in the middle seems to be busted underneath. Is this an easy fix?

I believe the boot in the middle is covering the carbon seal and it is open at the bottom. It is just a top half rubber cover and can be flipped open and up to inspect the carbon seal. If you are thinking this is supposed to be completely sealed and you are missing the bottom half of the boot, you can be comfortable that it is ok.
