Water Bypass System on 2003 Islandia

Is it possible to tell if the Water Bypass System is working properly when not in the water and using the cooling port (hose end connector) with the engine above idle power? I am not getting any discharge from the Water Bypass System discharge port using that setup. Is that normal? Must the boat be in the water to check this system? If it is not functioning correctly, what is the solution?
