voltage regulator issue

Hi every one,

i experienced some problem with my jet boat, merc 240hp efi 2002, last week one voltage regulator burned when we are on water!!!
smell very bad and smoke every where!! this morning a change it with a new one and go to a boat test!
After 10 min of boating at idle to leave the dock the same regulator ( the one upstair) start to be very hot and smell bad...
i take the boat to my home...... Somebody can help me from where searching the problem??

and after checking voltage output at the two red wire of each regulator, i mesuse with load disconnected around 26 volts and increasing to 32 when i give him some gas!!!

and on the two yellow one is around 40 volts ac...

When I burned mine up a couple years back, I replaced them both. Also, check the fuses on the wiring harness.
