Throttle/oil cable adjustment

I was wondering if anyone could tell me the correct way to adjust the oil/throttle cables on a 98 gs (717). The manual isn’t really clear ...
 
The manual is very straight forward. You adjust cable so when the throttle lever is touching the grip when carb is wide open. You want the throttle lever to bottom out right before there is tension on cable from carb being fully open.

Oil pump is simply adjust the marks to line up without throttle depressed.
 
There is no mark on the carb.
The oil pump mark is on the oil pump lever and body of the oil pump.

I see so I’m looking at the wrong spot! Thanks you’re always helpful!!! Also, Dumb question , maybe...do i do that with the throttle pressed or depressed? And how about the throttle cable? Is there a mark to properly adjust that ?
 
No mark for the throttle cable. The easiest way I have found to adjust it is to have 2mm of free play at the throttle lever when at rest. This will make sure your throttle opens fully but more importantly that it closes all the way back to idle.

The throttle cable and oil pump adjustment should both be done with the idle correctly set to 1,500 rpm in the water/3000 rpm out of the water and the engine off.

How do you measure that?

I don’t have rpm gauges

A Tiny-Tach is the easiest but as far as me.. after 25 years of working on these I can just hear it.

Will have to add one. Damn that what’s up!! Working on getting them skills. Lol. So if it set at 1500 rpm does that mean it will be 3000 rpm in the water?
 
Opposite, 3,000 out of the water and with the resistance of the water on the impeller it will load the engine and bring it down to 1,500.
