Throttle cable linkage?

Installed the new starter and tracked down a fuel delivery problem. Had the boat out last weekend and it worked better than ever before.

Now I need to adjust the throttle linkage (I think). When I'm at WOT, there is 1.5 to 2 inches left of room for the throttle handle to move forward but it will not move the rest of the way. This means the throttle at the motor is not opening to WOT.

I'm guessing that the linkage needs adjustment. Another guess is that it needs to be adjusted at the shifter and throttle handle assembley. Can someone confirm so I don't start digging around adjusting the wrong thing and messing things up further?

Guess I'll take the control handles out to see if something is blocking the throttle lever from moving all the way to the forward position.
