This thing wont start

Hi My name is Mike and I am very new to boating. I just got home with a 1996 Challenger and I am already having problems. The guy I bought it from said it had a new battery and he just had a new starter installed. I get the boat home and wanted to give it a spin and the dam thing will not start. At first I thought it could be the battery so I put it on a slow charge and when it was done I gave it another go. The engine did the same thing. I sometimes gives about 4 turns and then nothing. I opened the electrical box and found the charging system fuse was blown. I tried to replace it and it blow almost right away. I am wondering if it could be something with the starter? Help!!!!
 
If the charging system fuse blows as soon as you put in a new fuse, then you have a dead short, fix that before you go any further and cause a fire by chance. After that, try again to start if same problem then jump the starter and try that way. And also check your starter contact and your ground contacts. Also check battery contacts.
 
Ok 2 Things. I did find 2 bare wires. They are from what I think is the auto bulge pump. Would that do it? Where else would I look for a short? Thanks for the help so far. I am sure I will need you again.
