Stuttering sea-doo

My '97 sea-doo runs great til I hit 35-40mph. Then, it stutters and won't speed up beyond about 40. I have checked the fuel filter under the hood. Is the problem in the carb filters?

The filter under the front hood is the fuel/water separator...the fuel filters are inside the carbs. If the ski starts and runs but performs poorly (as you describe).....MOST LIKELY carb rebuild time.
