Steering Cable Help

I recently bought a 1998 Seadoo Sportster 1800 and was told when I picked it up that the steering cable will need to be replaced. He had the linkage at the Helm disconnected so the wheel spun freely. Once I got it home I re-connected the linkage and the wheel wont budge. Is this a common problem and what are the chance that there is just a hang up somewhere. Also and advise on replacing this if need be. I dont want to start replacing something and find myself in a bigger mess.

Also, I am pretty confident that no maitnence was ever done on this thing. Where should I start. I have already cleaned the carbs and replace the spark plugs. I am also running some sea foam in the gas to clean everything but I am afraid that I am missing something.

Please excuse my spelling as well as my lack of knowledge on the Seadoo's and know that I appreciate all the Help.
 
You may get more responses in the 2 stroke boat forum. I'm not that familiar with the boats and even less familiar with the 2 stroke boats.
