Should both carbs have an idle screw?

I’ve got a pair of dual 40mm carbs that I got with 2 96XP’s that I purchased. The pto carb has no idle screw. Because they are linked I’m thinking it is only supposed to have the one idle screw but I don’t know for sure?

Mount the carbs, back the idle screw out synch with linking rod. Set idle.

That’s what I thought, I seen the opening in the PTO carb for an idle screw but no need for it. Thanks
