shifter locking up

Anyone has experience dealing with the shifter sticking in the forward position on a 2004 Seadoo Speedster. I figured out how to unlock this by getting to the stern of the boat and unlocking the stainlees locking pin underwater. This is a recurring and potentially dangerous problem since I cannot move the lever to a neutral position when I'm in forward motion, and to fully stop, I have to pull out the key from the DESS post. I am also unable to restart the boat since the lever is stuck in Forward, until I feel fot this lock underwater and disengage it. I noticed that th jets are in an extreme up position when this happens and as soon as I release this lock , the jets swivel down a little. Any tips on resolving this problem will be appreciated.
