Seadoo xp 93 wont run in the water.

Hello

I have an xp 93 657 engine we refreshed the caberateur both.
On the dry on the trailer push the button and it starts, not a problem at all.
When I go to the water and want to start it won't start.
When I pull it up to the trailer it starts again.

What can I do about it? Any suggestions.
