Seadoo bogs down

I have a 93 Seadoo SPI with the 587cc in it.
I recently got it actually and I took it out first time and when I push the throttle it won’t catch up. Like I have to edge into it and then it surges up and goes semi fine. But when I push to full throttle it loses power and drops down. Any guesses on what’s wrong?

So does it actually loose power and slow down or does the engine rev up and the ski doesn’t go like a slipping clutch?
