Sea Doo GTI 717 surging issues

Ok so I have a 1997 sea doo gti with the 717 engine, and I’ve been having a ton of issues with surging, if I give it full throttle from a stop it will take off fine then about 3 seconds later it dies or bogs way down then picks back up again and then does the same thing or if I slowly roll into the throttle it will surge and bog as well. It started happening last year after I took it out of winter storage, I thought maybe the original grey fuel lines went bad so I pulled the fuel tank cleaned the pick up tube In the tank and replaced all of the fuel lines. I also cleaned and rebuilt the carb completely with factory rebuild kit, put it all back together and still having the same issue. I then changed the spark plugs and checked compression, compression checked out good and has new plugs, still didnt run right, I gave up hope last year and put it away, just pulled it back out of storage this year cleaned the carb again and still having the same issue. Is there something I’m missing? Any insight will be helpful thank you.
 
Sounds like it is starving for fuel. I would be looking for air leaks or blockages at the strainer and ON/OFF valve. I always replace the fuel selector and strainer with every fuel system rebuild.
 
Ok thank I’ll look into that, I cleaned them last year when I first started having issues but they could be leaking air or something.
 
As good as it is to clean them, carb cleaner is hard on rubber parts, and can dry out seals. I’d go ahead and replace the selector valve and double check the water separator to make sure to O-Rings is good.
