Removal of Exaust - 98 GSXL

Hey everyone. I am still trying to get this 98 GSXL going. I have had a ton of bad luck with the guy I hired to rebuild my carbs. He took them to his "shop," cleaned them (though there is plenty of chalky crud still in them), rebuilt them, painted them so sloppily that it took a lot of scraping and cleaning to uncake the paint off of the springs to the flaps and throttle arm would snap back, and then brought them back to me. I haven't seen him since.

So my dad and I were trying to install them the other day and we noticed an additional problem. There is a throttle cable that connects to the front of the engine, under the exaust. The mount looks to have rusted through and finally snapped.

It looks like the only way we can get to it is to remove the exaust, which doesn't look too difficult. But I remember people saying not to remove the exaust at all costs. I guess this causes major headaches. Why?

Any advice? I am not sure if there are any quick ways to fix the cable mount. Also, what is so problemsome about removing the exaust?
