problem @ 5k

My ski (96 GTX) will run perfect up to 5k rpm then it just stays there. You can hold the throttle all the way down and it wont go any faster. If you give it full throttle and then let completely off & give it full throttle again real fast sometimes it will go. Then it tops out at 6200 RPM. Untill you go below 4K then it resets back to only going up to 5K.

Things I've done so far-

Full bore bored cylinders and WSM platinum piston kits & cut RAVES
Cleaned RAVES
Cleaned water reg.
Replaced all grey fuel lines
Carb rebuild kits set pop off to 32PSI on both
Low speed needle out 1 turn
High speed Mag-0 PTO-1/2
New fuel selector valve
Added a inline filter before carbs.
New plugs BR8ES

I havent done anything in the gas tank yet, but I dont think the prob is there because if you chop the throttle sometimes it will run great. I think it has to be in the carbs something opening up at the increased vacuum when you chop the throttle. Is my pop off right? There were 2 springs in the carb kit I went with the lower PSI of the 2. I live in WA. so its almost time to winterize I would love to have this figured out and ready for next year.

What do you guys think this thing is driving me nuts. I am getting pretty good at taking the carbs off though.
