READ THIS . My machine was surging at high speed like the coil was failing.
So, I changed the coil. Cleaned all grounds, removed all fuel lines and the handlebars to remove the fuel manifold supply from the tank. New clamps,new lines,checked the fuel selector valves......
IF you want it to scream CLEAN the little black filter inside the carbs.They are tiny so a little crap in your gas can causes big trouble down line.
The machine would scream in the driveway and bog down in the water BECAUSE THIS LITTLE FILTER WAS TOTALLY FULL OF DEBRIS....mine happened to be the back cylinder.So, the rear cylinder fouled out with oil that it WAS getting and no gas. Now it FLYS. Mine is a late 90s GSX...but they all have the filter.
To get at them pull off the intake plastic shroud and stainless air filter so so can see the carbs. Start on the forward one and drop off the four bolts holding the outer cover. This is the one the gas line attached to.
You will see the little black filter in the center of the top. I hope yours is crudded up too. Do the left one the same way. It takes about an hour but hold on to your hinie....you will fly.

I refused to be beaten on this but it was a tough troubleshoot. One dealer wanted to see me a new brain claiming it was the rev limiter. The other pointed me to the carbs and said there's nothing wrong with the brain becuase it revs in the driveway.
Do clean and check all black box terminals. The forward 12 volts to the brain up front and then back to the coil. My machine had corosion under the positive battery feed in the black box reducing power to the mpem. Does not take much to screw it up. I measured 5.9 on the mpem fuse before I cleaned it 12.9 after.
