port engine possible fuel starvation at hi rev in smooth water

in smooth water my port engine acts like it isn't getting enough fuel to go up to and stay at full throttle or get the boat above 40. but in choppy water I can stay at full throttle as long as I want too and the boat gets up to almost 60.

at the beginning of the season I replaced all fuel filters (including the ones in the carbs), and the spark plugs, just recently I had the wear rings replaced.

this is on a 1998 sportster 1800 with twin rotax 717's
