Old Fuel in a 1999 challenger 1800

I got a used challenger and it was not run for 9 months. Being new to boating after i took it out for a little bit I noticed one motor running at a lower rpm and then i was not getting as much speed top end (When I tried to gun it the motors would alternate reving to 7k rpms then back to 4ish) Could this be a problem with the old fuel ? Should I clean the carbs out ?
 
Do i need to take them apart to clean them ? Im not a handy man when it comes to engines so I dont really feel good doing that by myself. If I need to get them cleaned by a dealership what would I be looking at spending ?
 
my guess would be, atleast 300 buks, for carb/s rebuild and another, if they just clean, and no rebuild on raves..o-rings, bellows..etc, not counting that, 150-200 buks...So whats that, 500buks minimun?
