Oil pump bleeding

I reinstalled the oil pump on my 96 gti a few weeks back. Replaced the filter and the small lines. Opened the bleed screw until good flow came out with no air bubbles. Today I pulled out the ski to run it and bleed the air from the small lines. I just keep getting little bits of oil and air coming form the front line and the rear line looks like nothing is moving. I’m running the engine at idle and holding the oil pump lever wide open. Am I missing anything? Could air filled the main line from sitting a few weeks? The lines look full and the filter is dark like the oil. ??
 
I pulled the carbs back off and pulled the bleeder screw and I have a steady flow of oil. Reassembled and still can’t get flow in the small lines. Can anyone tell me if the pump from a 657x is the same as a 717? I have a 94xp I could rob it from.
 
There are check valves where the oil is 'spit' out in the rotary valve cover. Be sure they are not clogged or stuck closed
 
The check valves are on the banjo fittings at the pump. They seem fine. I blew through them before I assembled. At this point I’m hoping someone can tell me if my 657x pump will work on a 717.
