Oil Filter O-Ring Question

Changed my oil for the 1st time in my wake 155 and installed the new o-rings that came with the new filter. When I replaced the cap and tightened it down, the top o-ring doesn't fit inside the filter housing and the cap appears to sit on top of it. I tried multiple times with the same result. Is this normal or I am doing something wrong?

Thanks for the reply. Wanted to confirm before I cranked it up to confirm oil level. All good, no leaks.
