No beep won’t start

I have a 2004 sea doo gti that won’t start and has no beeps. There is a small ticking coming from the rear electrical box when I put the key on. (No ticking when the key it not on.) When I try to jump the starter relay It doesn’t turn over. Any thoughts?

Shorting the solenoid posts should send full battery voltage directly to the starter motor.

In theory, that starter motor is a pretty strong motor and SHOULD be able to start turning the flywheel and causing the pistons to start pumping. The small ticking noise might be the electromagnet inside the solenoid trying to work....it could be hung, burned, etc.....

1) Can you turn the drive shaft by hand or "gingerly" with a pipe wrench.....even a slight nudge is better than nothing? DO NOT FORCE or MOOSE it.....
2) take the spark plugs OUT (to take the compressive load OFF the starter motor)......short the solenoid posts...does the starter even grunt or try to turn? Try turning the driveshaft with the plugs out....penetrating oil down the spark holes might help if there is even slight movement.
3) NO BEEPS - do you have the right DESS key?
