Need some help...

I am new to this board and just acquired a 1998 Speedster that currently doesnt run. Apparently one of the engines will turn over and then get stuck and will not go further with the starter but will turn over by hand. I assume a bad starter but I am pretty naive when it comes to these boats, however, I am very mechanically inclined as I do all of my own work on my cars and dirtbikes. I have rebuilt the top end on a jetski in the past but it wasnt one of these boats. I want to troubleshoot the current issue and likely go ahead and rebuild the top end. I havent done a compression test yet. Is there a certain technique/tool that I need to use to do this? I have a compression tester that I use on my car and dirtbike...will this work. Just connect it and bump the starter? What about the engine that the starter will not turn over? Also, is there a write up on here about rebuilding the topend on this boat? I also want to check the oil pumps to make sure they are working as well. Just about any info you can give me to help me get this boat ready to take to the lake will be appreciated.
The guy I got it from said the boat didnt have as much pep as it had when new and the last time he took it out when it ran it took a while for it to run smoothly...like it had bad gas or something. I plan on thoroughly cleaning the carbs when I rebuild the topend. Any tips or tricks on the topend rebuild? Thanks in advance.
