Need some fuel line help...

94 Speedster with twin 657's

One engine is not getting fuel, the other runs fine. If I take the fuel line off the intake to the carb no fuel runs out. Is this normal or should there be flow there with nothing running. Is there a fuel pump on these boats or does the engine "suck" the fuel thru the lines.

Im thinking the fuel shut off valve is my problem, could I just bypass it and go right off the filter down to the engine?

yes you can bypass the valve if you wish
