Need help identifying part

I had to pull my 2000 RX engine to replace the starter as the other died and was seized on. To get the starter out I had to remove the magneto cover and gear assembly to be able to apply heat to get the old starter out. Just as I'm going to drop the motor back in I notice the pictured part sitting in the foot well area. I can't identify it in any parts diagram and don't recall removing it. Is it even a part to the ski? Any help would be great. Thanks
