need advice on timeing

I have tried it both ways and this one seems the closest setting.crankshaft and counterbalance are lined up.can anybody help
 
Is the cam and crank locked in place with the correct tools ?

If so then that looks good the marks will rarely be perfectly in line with the head.
 
Yes both pins are locked in,i must say though when I put the crank pin in its not easy to get the cam pin in it does not just fall in I have to remove the cam lock tab and wiggle the cam and then I can push it in.this sound right

As long as you have the crank and cam locked you should be good to go. Remove the spark plugs and turn the engine over by hand a few times to make double sure nothing is hitting or binding.
 
ok everybody have an update just got in the rest of my parts-2 new oil pump rebuild kits-good used flywheel-oil filter-
already put in new crank-new bearings-thrust washers-all new solid valves
just ran into a problem my ring gear is bad so im going to have to buy another one wish I cought this earlier man these ring gears are exspensive looking at a wsm for 186.95 new I guess these are ok to use.
I checked starter bendix and supercharger both good to go
I also put rocker arms on and hand cranked engine over all good their to
