Is this normal - white plastic ring on impeller shaft?

Hello guys,

I would appreciate your help with this.
Just got this new 08 GTI and this is how my impeller looks like - is this normal,
or something broke -

take back to dealer, let them take gander at it,...looks like a set ring so impellor boot seal, dont slide down...?
