I assume you live in the USA. I think $3,000 is a decent price for that year, especially if it was maintained well. If you could test it, it would be better. Also, look under the ski to see the condition of the hull: it often reveals how well it was taken care of.
And also, just a quick observation though: the 2009 hull is of an older design. The newer hulls go back to 2011 I believe. My lake is pretty choppy and when winds are strong, I always get splashed in the face with water on my GTI 2003. I am not sure for the 2009 but on my 2018, I stay mostly dry even in rough water (I wear glasses). When winds are strong, I avoid taking out my 2003 GTI. I take the 2018 instead. I rode once on a 2007 and it seemed a bit better than my 2003.
