I need help with my 1995 seadoo xp

So my dad and I got my 1995 seadoo xp running and it was working fine and then out of nowhere one day I would turn it on and then instead of it staying at 3000 rpm as it said in the manual when it is out of water. It would rev up all the way to 7000 rpm and try to pass or stay there. I don't know what's going on and if someone could please help me because I really need it.
 
If you take the air filter off the carburators, can you see if the carbs are maybe stuck in the open throttle position? Other than that if it revs its getting fuel and air so not sure the carb setup but you should probably check jets, needles, diaphragms etc in carbs.
 
The only last thing I can think of then is a crack in the carb to engine connector causing it to suck air and run lean maybe.
While you checking that if you remove them also check your reed valves.
Cant think of anything else to check.
 
Your engine does no have reed valves as all 787 and smaller Seadoo's are rotary vale engines.

If you have a runaway engine there are really only three things that can cause it.
1. Throttle cable too tight, need to have a few mm of slack.
2. Idle set too high.
3. Air leak. Typical places are the carb base gasket and intake manifold o-rings.
