How to clip plug wires

Sorry im new to this and trying to fix my ski.
Everyone talks about clipping plug wires, but how do you actually clip them and how do you reinstall the boot?

pull the boots, cut thewires 1/4in, then twist the boots back on. Look inside the boot, you'll see a drywall looking screw.
