gtx trouble 2001 mpem

I have a mpem with an open power out line open 2 the starter relay switch.
with the mpem unpluged the power in will be open 2 the starter.
is it a bad mpem ?

Not sure anyone follows your post!

Are you sure your wiring is correct? I'm assuming there shouldn't be power being fed to the starter unless the switch and dess post are closed?

check the solenoid, need more info for a better answer.
