GTX 951 PTO carb plate, gas return port

The pto carb fuel return port is blocked, is that NORMAL? I cannot clear it out with carb cleaner or compressed air, should I drill it out or could it be the restrictor???

fuel return is a metered orfice. Needs to be open and you can’t drill it.
Harbor Freight ultrasonic cleaner? ?
 
thanks great advice, i was able to clear it using ultrasonic and then 40 psi air pressure. i was wondering about the carburetor settings HS at 0 and 1/4 for pto? LS at 1 1/4 on both. If you set both at or near zero what is the point?

Lean fuel kills motors. I always give them as much as they can handle.
Jets determine flow, opening metering screws is extra.
l run my 951 high speed screws at 1/4 mag, 1/2 pto.
Might take a little off the big end ….. better safe than sorry.
