Full throttle rpm

I just bought a 1997 Speedster, twin engine with single carbs. I have not had it in the water yet as it needed some minor work. I did not get an owners manual. Hooked to garden hoses, each engine starts easily and idles about 2200 rpm. But full throttle I only get 3500 rpm on each. Shouldn’t it be much higher, like 6-7 thousand? Its my first Sea Doo. Also there is a rotary switch labeled nav, off, or aoc. What does that do? On the carbs, which screw is low speed mixture adjust and which is high speed? One is on the bow side (it has a cross piece so you don’t need a screwdriver, and the other is on the stern side. It has a screwdriver slot. Thanks. I hate not having a manual.
 
Check and see if your neutral switch under the throttle handles is activating.

Edit: Also could be your rectifier/regulator.

Got it in the water and under a load. Running it out of the water will tell you nothing other than it runs.
Also make sure the hose is never on without the engine running. The hose is only to flush the cooling system.
