fuel issue

97 xp- Had carbs rebuilt, guy tested in the water and said everything was running good.
Out of water it started great, I turned up the idle screw a bit and it idled fine. Got it in the water and it was a little troublesome to start but idled perfect. Had great acceleration and reached full speeds. About 10 minutes later it started to kind of missfire at full speed(more like it wanted to die). Then it got jumpy at acceleration. Soon after it was hell to start. Once started wouldnt not stay idle, and only moves 5mph at full throttle. Anything less then that and the motor would shut off. Checked the plugs at they were black.
This leades me to believe its getting to much fuel and fouling out. But why would it take 30-45 minutes to get to this point??? If it were running lean it shouldnt have got to full throttle in the first place.....
