Engine Prop. wont tilt

I have a 1999 Sea-Doo XP Limited. I cannot get my prop to tilt up or down. It's stuck in a middle position. It runs fine but I want to be able to move it up and down depending on the waves for a more comfortable ride. It this a electrical thing with the switch on the handle bar or a gear problem. Any suggestions would be great.
