Crazy footwell gel coat damage

Hi all

Just looking at buying a 2018 GTX, and I have currently not been to check it out in person, but have been given plenty of photo's.

The ski was stored outside with the cover on it for a period of time last year. Naturally the rain water has pooled in the footwell and caused what can be seen in the photo. The owner thinks this is just 'stained' yet I see it as the gel coat is cracked/trashed.

My questions to you guys are:

Have you even seen this before?
Have you, or a shop successfully repaired this, or similar?
Expected cost, should it be able to be fixed?

I think you should go see it in person if you can, when I zoom in on the picture it does look like staining.
