Carb tuning problem

The manual tells me to set the low speed idle screws on my carbs to 2 turns out + or - 1/4 turns. The high speeds to 0 turns on both carbs. I have a Stock Carb Mixture settings sheet that says low speed 1 1/4 + or - 1/4. High speed MAG 0 and PTO 1/4. Which one do I go by?
 
So am I. Now I can't get the marks on the oil injection pump to line up. I'm out of threads on the cable to the MAG carb. I'm hoping that it is because the idle isn't set correctly. I don't know. I hope the oil injection pump cable isn't stretched out.
