Bogging under WOT seadoo XPL 951

Hey guys, like to start out by saying thanks to everyone for the helpful tips on this site. This is my first post, and my first ski as well. Its a 2000 Seadoo XPL with the 951 in it. I bought it needing a top end because it bogged under WOT previous owner said, and I didnt water test it because it was January just started it out of the water. One cylinder was only 80 PSI other was 120 PSI. So I rebuilt it, and both are now around 120-125. Took it to the boat ramp and ran it on the trailer. Pushed water great but would bog down, and sometimes shoot up to 4000 rpm, stay there, and then shoot up to full throttle. So I just put it in to actually ride it today and its doing the same thing. It will bog from idle, but eventually I can get it going if it feather the throttle a little bit, but once it goes over 4000 rpm, it flys down the water with no issue at all. Only once I had a problem where it died on me while going WOT after like 10 seconds. But right after I let off the throttle and got back on it, it bogged. The ski still has the grey fuel lines, but previous owner put a inline filter on it instead of the separator, and I see the fuel in there, and I just replaced the filter as well. Anyone have a suggestion of where to start? Other thing is the intake is kind of open, I think there is supposed to be another piece but there never was, the intake is just the piece that goes onto both carbs, and thats it. Maybe it just needs an adjustment or a full carb rebuild and fuel line replacement?
 
New fuel selector too use oem mikuni kits in the carbs. Verify the accelerator pump is working
 
Just out of curiosity what is the advantage of the OEM filter? you think I should rebuild them instead of cleaning the carbs as well? Thanks for the quick response
 
It separates water from fuel. Since these are on the water its necessary. The other style if they get one drop of water on them no fuel can pass through.
 
Plus one carb rebuilds with Oem parts only. Don't continue to ride the ski with those lines either.
 
Ok so got a rebuild kit today and I had the day off so I spent all day cleaning and rebuilding the carbs, and installing new fuel lines. Still bogs, now it'll hesitate too. At a loss here
