Best way to check RV clearance, RV in or out?

This is baffling to me, I know the service manual says check with the RV in and put the solder at the top and bottom on the valve. I did that, but I also saw on another forum the best way to check it is to put 4 solder points squarely spread on the case with the RV out. What I don't understand is why each technique yields completely different clearance results.

I'm at .017 with the RV in, and this is after having .006 machined off the cover edge and oring groove, I second guessed myself and went with the RV out measurement when visiting the machine shop. With the RV cover out, I now average .033, then subtract .024 (RV thickness) and I get .009. If the RV 'in' is the correct method, I don't even see how it ran before (not with me) with about .024 I was getting prior to the machine shop visit.
