Just a comment: Boats don't have air filters. At least, not any I have seen.
Environment protocol does not necessitate their use.
What you are probably seeing is a SPARK arrestor in there, which is there to prevent a backfire from causing any un burned fuel vapors from blowing the hull apart. It is a screen, whose purpose is not to clean the air from particulates.
